chdman comes with MAME BTW
 The only way I can tell you if you can run the NAOMI emulator is if you post your PC specs, i.e., processor speed, RAM, graphics card, etc.

It should be the main MAME folder. Just open your MAME folder, press Ctrl + F to bring up the Search function and type in chdman, it should find it

I searched my Mame file... no luck. This is the Mame .038 file from the AR Mame section.
